The Phillips brothers first housed the offices of Phillips Petroleum Company on the second floor of this building, commemorated by a plaque in front stating the “beginning of Phillips Petroleum”. Frank Phillips organized and became president of the Citizen’s Bank & Trust Company in December, 1905. He quickly realized that his oil interests were taking more of his time, so he encouraged his brother, L. E., to join him in the business. Frank’s banking and oil businesses continued to grow, and in 1920, they acquired the First National Bank at a cost of $425,000. They then moved to the First National Bank Building at 4th Street and Johnstone Avenue, where the upper floors were used to house Phillips Petroleum Company. Home Savings & Loan also occupied this building after the Phillips brothers moved from it. The two-story stone Italianate design is suggested by the arched windows. It has a flat roof with a parapet. The entire façade has been altered with aluminum siding applied to the second floor and black marble on the first floor.
